Daher schlossen am 18. Februar 2002 die damaligen Regierungschefs Sachsens, Kurt Biedenkopf, und Albertas, Ralph Klein, in Berlin die »Gemeinsame Erklärung« über eine Zusammenarbeit.
Ziel der Vereinbarung sind Kooperationen in den Bereichen wirtschaftliche Entwicklung, Wissenschaft und Technologie, Bildung und Kultur.
