Die Regierung hat die nachhaltige landwirtschaftliche Nutzung der natürlichen Ressourcen bei gleichzeitigem Schutz von Forst- und Küstenzonen sowie der Biodiversität zu einem der wichtigsten Bausteine der Wirtschaftsentwicklung erklärt.
Um die landwirtschaftliche Entwicklung voranzutreiben, wurde 2008 der staatliche Beratungsdienst gegründet.
