Zwei Gemeinden gaben ihre kommunale Planungshoheit an einen Planungsverband ab und schlossen einen interkommunalen Vertrag ab, um ein Gewerbegebiet erfolgreich aus einer Hand zu entwickeln.
Der Standort konnte so mit einem Gesamtkonzept, unabhängig von konkurrierenden kommunalen Einzelinteressen, entwickelt werden.

Two communities assigned their planning competence to a Planning Association and concluded an inter-communal contract in order to successfully develop an industrial area from a single source.
It was possible to develop the location with an overall concept, independent of the competing individual communal interests.

Die Planungshoheit des Verbandes umfasste allerdings ausschließlich die Entwicklung des Gewerbeparks, das heißt die Aufbereitung, Erschließung und Vermarktung der Flächen inklusive der Änderungen am Flächennutzungs- und Bebauungsplan, Altlastenuntersuchungen etc.
Vor Ort schaltete der Planungsverband einen Berater ein, der mit dem Sanierungsträger kooperierte.

The planning competence of the association, however, exclusively covered the development of the industrial park. This consisted of the preparation, development and marketing of the areas including the changes to the land-use and building plan, examination of contaminated sites etc.
On site, the Planning Association called in a consultant who cooperated with the redevelopment organisation.
