Dieses Abstimmungsverfahren tritt nach einem Übergangszeitraum in Kraft, der am 31. Oktober 2014 endet.
Bis zu diesem Zeitpunkt gilt weiterhin die im Vertrag von Nizza festgelegte Abstimmungsregel.
