Die Vulnerabilität als (regionale) Funktion aus Klimafolgen und Anpassungskapazität der natürlichen und gesellschaftlichen Systeme wird über die Kriterien Sensitivität und Resilienz, Anpassungskapazität, Dringlichkeit von Anpassungsmaßnahmen und Handlungsbedarf sowie Konfliktpotential und Nachhaltigkeit erfasst.
Dieses orientiert sich an der Definition von Vulnerabilität des Intergovernmental Panel on Climate Change (IPCC), wonach Vulnerabilität bzw. Verwundbarkeit anzeigt, inwieweit ein System für nachteilige Auswirkungen der Klimaänderungen, inklusive Klimaschwankungen und -extreme anfällig ist bzw. nicht fähig ist, diese zu bewältigen.
