Nach einer Station an der Uni Erlangen-Nürnberg hatte er ab 1973 mehrere Jahre den Würzburger Lehrstuhl für Volkswirtschaftslehre, Geld und internationale Wirtschaftsbeziehungen inne.
Ab 1990 gehörte er dem Direktorium der Deutschen Bundesbank an , von 1998 bis 2006 dem Direktorium der Europäischen Zentralbank .
Derzeit ist Issing unter anderem Präsident des Center for Financial Studies an der Universität Frankfurt / Main.
