Die Umweltschutz folgte auch in Deutschland anfangs dem bloßen Nachsorgeprinzip:Mit sogenannten End-of-the-pipe-Technologien wie Klär- und Filteranlagen sollten die Schäden, die im Zuge des Wirtschaftsprozesses angerichtet wurden, im Nachhinein wieder repariert und für sauberes Wasser und reine Luft zu gesorgt werden.
