Hier studiert er ab September 1934 Philosophie und Geschichte und hält als Leiter des Auslandsbüros der SAP und der zentralen Auslandsstelle des Sozialistischen Jugend-Verbandes Deutschlands ( SJVD ) Verbindungen zu Gruppen in Berlin und in Norddeutschland.
Mit norwegischem Fremdenpass geht Willy Brandt von 1934 bis 1938 häufig auf Informations- und Kurierreisen und wird als Pressekorrespondent in Spanien tätig.
Als SJVD-Vertreter setzt er sich für die Schaffung einer „ Volksfront “ gegen Hitler ein und nimmt 1938 an der Pariser Konferenz des Ausschusses der deutschen Opposition teil.
