Die Bundesregierung hatte sich zu Beginn der Legislaturperiode das Ziel gesetzt, im Gesamthaushalt zusätzliche 12 Milliarden Euro für Bildung und Forschung zur Verfügung zu stellen.
Mit dem Beschluss des Bundeshaushaltes sind nun von 2010 bis 2013 insgesamt sogar 13,3 Milliarden Euro zusätzlich bereitgestellt worden.
