Der Ministerrat der Europäischen Union ist das einzige Organ , das zur Verleihung des Titels „ Kulturhauptstadt Europas “ berechtigt ist .
Ab 2011 werden jeweils zwei Städte aus zwei verschiedenen EU-Ländern für jeweils ein Jahr zu den Kulturhauptstädten Europas gewählt.
