Das Institut wurde 1943 von Karl-Otto Kiepenheuer mit dem Observatorium auf dem Schauinsland gegründet ; seit 1978 trägt es den Namen des Gründers.
Das Institut ist eine Stiftung des öffentlichen Rechts des Landes Baden-Württemberg .
Das Land Baden-Württemberg und die Bundesrepublik Deutschland (vertreten durch das Bundesministerium für Bildung und Forschung) tragen den Großteil der Grundfinanzierung.
