Mit der Übertragung des wirtschaftlichen und gesellschaftlichen Regulationssystems aus der alten Bundesrepublik wurde in vielen Bereichen eine schlagartige Umkehr der bisherigen Entwicklung in Gang gesetzt.
Während bis 1989 die Konzentration des Wohnungsbaus auf die damalige Bezirksstadt eine kontinuierliche Zunahme der Einwohnerzahlen verursachte, dokumentierte der Bevölkerungsrückgang im Landkreis Erfurt die Vernachlässigung ländlicher Siedlungen und das Fehlen jeglicher Suburbanisierung.
Diese setzte erst nach 1990 ein und zeigt sich am Einwohnerzuwachs der Umlandgemeinden.
