Ziel des Kongresses ist es, im Kampf gegen die soziale Ausgrenzung und Isolation von Flüchtlingen und vor allem gegen Abschiebungen als extremste Form von Entrechtung ein Netzwerk zu errichten, eine gemeinsame Basis für diesen Kampf in gegenseitiger Unterstützung und Solidarität.
