Zunächst sollen in Baustein I die Potenziale und damit verbundenen Kosten für die Vermeidung von Treibhausgasemissionen in den Sektoren Energieumwandlung, Gewerbe / Industrie, Gebäude und Verkehr bestimmt werden und anschließend werden die gewonnenen Informationen in einer Energiesystemanalyse verwendet.
