The decision as to whether a pupil has special educational needs, which needs have priority and which establishment best caters for them is taken by the education authority (Schulaufsichtsbehörde) after completing a " Verfahren zur Feststellung des Sonderpädagogischen Förderbedarfs " (procedure to identify special educational needs) .
