1927 promovierte Hell mit einer seiner Zeit weit vorausdenkenden Untersuchung auf dem Gebiet der Funkpeilung in der Luftfahrt.
Hiermit war im Prinzip die Möglichkeit einer Orientierung bei Blindflug gegeben.
1929 gründete er im Alter von 28 Jahren in Berlin eine Firma, die anfangs Funkpeilungs-, Morsegeräte sowie Bildzerlegerröhren herstellte.

This was in principle a means of navigation in zero visibility conditions ( blind flight ).
In the year 1929, at the age of 28, he founded his own company in Berlin which initially produced radio direction finders, Morse code devices and scanning tubes.
