Stellungnahme der Kommission Landwirtschaft am Umweltbundesamt ( KLU ) zur Reform der gemeinsamen Agrarpolitik
Die Gemeinsame Agrarpolitik der EU (GAP) soll Landwirte in die Lage versetzen, multifunktional zu wirtschaften, indem sie für solche Maßnahmen und Leistungen der Landwirte einen Ausgleich bzw. Anreiz schafft, die vom Markt nicht ausreichend abgegolten werden, nach denen aber gleichwohl eine gesellschaftliche Nachfrage besteht.
Damit legt die GAP wesentliche Grundlagen dafür, die Landwirtschaft beim Erreichen der europäischen Umwelt- und Nachhaltigkeitsziele bis 2020 zu unterstützen.

The EU Common Agricultural Policy (CAP) intends to enable farmers to engage in multifunctional production by providing incentives or compensating farmers for measures and public goods not sufficiently remunerated by the markets but for which there is a societal demand.
The CAP thus provides an important foundation for supporting the agricultural sector in meeting the European environmental and sustainability objectives by 2020.
www.umweltbundesamt.deSie ist durch mehrere Reformen immer wieder an die neuen Herausforderungen für die europäi sche Landwirtschaft angepasst worden ( nachhaltigere Nutzung von Ressourcen, Kli mawandel, zunehmender Wettbewerb auf den Weltmärkten, Erhaltung dynamischer ländlicher Räume usw. ).
Die GAP muss auch künftig eine rentable Nahrungsmittelerzeugung und eine stabile Nahrungsmittelversorgung gewährleisten, wobei die Sicherheit der Nahrungsmittel, aber auch die ländliche Wirtschaft, der Tierschutz sowie soziale und ökologische Belange zu berücksichtigen sind.
Die neue GAP gilt für die Jahre 2014 bis 2020.

Es ist auch wichtig, eine Einigung über die Übergangsmaßnahmen für 2014 zu erzielen.
