Vor ihrer Tätigkeit für das Ecologic Institut arbeitete sie als National Policy Analyst bei ICLEI-USA und gründete eine private Beratungsfirma für führende private und öffentliche Auftraggeber, welche auf Landnutzung und Folgenabschätzung sowie die Einhaltung von Umweltschutzauflagen spezialisiert ist.
Vor ihrer Beratertätigkeit war Pamela Lesser in leitender Position als Umweltwissenschaftlerin bei Jones & Stokes Associates tätig und dort in diverse Landnutzungsprojekte, wie dem Nutzungsplan für die ehemalige Marinewerft am kalifornischen Long Beach, eingebunden.
