Die ökologisch orientierte Besteuerung kann ein Instrument zur Steuerung einer nachhaltigen Entwicklung aufgrund von Verhaltensbeeinflussung und -änderung darstellen.
Umweltsteuern, die den umweltbezogenen Transfers zugeordnet werden, haben das Ziel, sowohl ProduzentInnen als auch KonsumentInnen zu einer Begrenzung bzw. Reduzierung der Produktion bzw. des Konsums umweltbelastender Güter zu bewegen und damit einen verantwortungsvollen Umgang mit natürlichen Ressourcen zu fördern.

The purpose of environmental taxes, which are considered to be part of environmental subsidies and similar transfers, is to steer both producers and consumers towards a limitation or reduction of their production or consumption of goods that pollute the environment, and thus encourage them to use natural resources responsibly.

Die Literaturstudie bestätigt, dass Umweltsteuern in verschiedenen europäischen Ländern zu regressiven Effekten geführt haben, ärmere Bevölkerungsgruppen also im Verhältnis zu ihrem Einkommen stärker belastet wurden als reichere.
Auch Kompensationsmechanismen und die Rückverteilung des Steueraufkommens konnten diese Wirkung nicht vollständig aufheben.

The literature review confirmed that, in several European countries, environmental taxes have had regressive effects - i.e., poorer population groups pay more in relation to their income than richer population groups - and these effects remain to some extent even in the presence of redistribution and compensation mechanisms.
However, the report rejects the idea of keeping the prices of energy and other environmental resources low as a means of social policy.
