In diesem äußerst kurzlebigen „ Zuwanderungsrat “, in dem Vertreter aus Politik, Arbeitgeberverbänden und Gewerkschaften saßen, war Bade Vize der damaligen Vorsitzenden Rita Süssmuth gewesen.
Anders als heute oft dargestellt ist der Rat seinerzeit weniger Sparzwang als dem parteipolitischen Gezänk über die rot-grüne Zuwanderungspolitik zum Opfer gefallen.
Am 2. April 2003 vom damaligen Bundesinnenminister Otto Schily (SPD) per Dekret berufen, sollte er nach dem Vorbild der „Fünf Wirtschaftsweisen“ die Regierung in migrations- und integrationspolitischen Fragen unterstützen.
