Das Employment and Skills Development Services Programm ( ESDS ) hat seit 2007 einen Mehrebenenansatz verfolgt, in dem Kompetenzen, Potenziale und Fähigkeiten lokaler Partnerorganisationen gefördert und ein neues Berufsbildungssystem gestaltet und implementiert wurden, um mehr junge Menschen besser auszubilden.
Gleichzeitig hat die GIZ die südafrikanische Regierung bei der Einrichtung sektoraler Bildungs- und Ausbildungsbehörden ( SETA ) beraten und geholfen, die Kompetenz und Leistungsfähigkeit von Organisationen im Berufsbildungsbereich zu steigern.
2012 hat das Programm „ Berufliche Bildung und Arbeitsmarkt “ ( BESD ) damit begonnen, die Ergebnisse aus den Vorläuferprogrammen zu konsolidieren und landesweit umzusetzen.
