Abweichungen können einerseits abnahmeseitig bedingt sein (z.B. meteorologische Einflüsse, Fehler in der täglichen Bedarfsprognose) sowie andererseits auf der Erzeugungsseite entstehen (z.B. Kraftwerksausfälle).
Gemäß den Anforderungen im europäischen Verbundnetz der UCTE (Union for the Coordination of Transmission of Electricity) beschaffen die deutschen ÜNB folgende Regelleistungsqualitäten:
