Ihre Einführung ist eine Querschnittsaufgabe, denn die meisten Prozesse im Haushaltszyklus sowie alle Regierungsinstitutionen und nachgeordnete Behörden sind betroffen und müssen umgestellt und an die neuen Anforderungen angepasst werden.
Von der Umstellung sind auch das Parlament, insbesondere die Abgeordneten und die Verwaltung des Haushaltsausschusses, sowie die Kontrollkammer betroffen, die die neue Haushaltssystematik zur Bewertung und Kontrolle des Haushalts anwenden müssen.
Beide Institutionen sind gegenwärtig noch nicht ausreichend in der Lage, die neuen strukturellen, konzeptionellen und instrumentellen Anforderungen umzusetzen, um ihre Aufsichts- und Kontrollfunktionen angemessen umzusetzen.

The Armenian Parliament itself, especially the MPs and the staff administering the Budgetary Committee, and the Control Chamber, are also affected, since they have to apply the new systems for assessing and scrutinising the budget.
Neither institution is yet able adequately to implement the new structural, conceptual and operational requirements for carrying out their oversight and scrutiny functions appropriately.
