Der Senat kann Grundsätze und allgemeine Verwaltungsvorschriften für die Tätigkeit der Bezirke erlassen.
Er übt auch die Aufsicht darüber aus, daß diese eingehalten werden und die Rechtmäßigkeit der Verwaltung gewahrt bleibt.
