On 2 February 1999 the Committee of Independent Experts held its initial meeting and appointed Mr André MIDDELHOEK as its chairman.

Torben Nilsson, Team Leader of the Advisory Forum Secretariat, referred to the original intention in the terms of reference of the SGC that it would be composed by a limited number of selected members of the AF and the SC, representing these bodies in the SGC.
While this approach is presently followed for the SC, all interested AF members are invited to attend the SGC meetings, leading to a high representation of AF in the SGC.

Torben Nilsson, Teamleiter des Beiratssekretariats, verweist auf die ursprüngliche im Aufgabenbereich der SGC enthaltene Absicht, dass diese aus einer begrenzten Zahl ausgewählter Mitglieder des Beirats und des Wissenschaftlichen Ausschusses bestehen sollte, die diese Gremien in der SGC vertreten.
Während dieser Vorgabe gegenwärtig beim Wissenschaftlichen Ausschuss gefolgt werde, würden alle interessierten Beiratsmitglieder zur Teilnahme an den SGC- Sitzungen eingeladen, was zu einer starken Vertretung des Beirats in der SGC führe.
