OCHA ( Office for the Coordination of Humanitarian Affairs ), part of the UN Secretariat was established by the UN General Assembly on 19 December 1991 on the basis of Res. A / 46 / 182.
This resolution was adopted to strengthen the humanitarian response of the United Nations system through gearing the Department of Humanitarian Affairs (DHA) to complex emergency situations and natural disasters and to replace the Office of the UN Disaster Relief Coordinator (UNDRO) which had been in existence since 1972.
In 1998 another reorganization took place with DHA becoming the UN focal point for major humanitarian emergencies as part of OCHA.
