Um die Möglichkeit zu einem Informationsaustausch über alle Aspekte der Migration zu schaffen und um einen Beitrag zu einer gemeinsamen Asyl- und Einwanderungspolitik zu leisten, hat die Kommission 2003 auf Einladung des Europäischen Rates das Europäische Migrationsnetzwerk eingerichtet.
Es war zunächst als Pilotprojekt gedacht und wurde von 2004 bis Ende 2006 als vorbereitende Maßnahme durchgeführt.

In order to address the need to exchange information on all aspects of migration and to contribute to a common asylum and immigration policy, the Commission set up the EMN in 2003, at the invitation of the European Council, initially as a pilot project.
From 2004 until the end of 2006, the EMN was a preparatory action.
