Für die Zwecke dieser Verordnung gelten folgende Begriffsbestimmungen :
(a) „Flughafen“ bezeichnet jedes speziell für das Landen, Starten und Manövrieren von Luftfahrzeugen ausgebaute Gelände, einschließlich der für den Luftverkehr und die Abfertigung der Luftfahrzeuge erforderlichen zugehörigen Einrichtungen, wozu auch die Einrichtungen für die Abfertigung gewerblicher Flugdienste gehören;
