Das für die humanitäre Hilfe zuständige Kommissionsmitglied kann Beschlüsse fassen für Sofortmaßnahmen bis zu 30 Millionen EUR sowie für einen Zeitraum von höchstens 6 Monaten, für nicht dringliche Maßnahmen bis zu 10 Millionen EUR.
Diese Beschlüsse sind Gegenstand eines Konsultationsverfahrens (Kabinett, andere Dienststellen).
Beschlüsse über Hilfe der obersten Dringlichkeitsstufe, die 10 Millionen EUR übersteigen, und Beschlüsse über nicht dringliche Maßnahmen, die 2 Millionen EUR übersteigen, müssen vom Ausschuss für humanitäre Hilfe genehmigt werden;
