In Wien geboren, entschied sich Seitz frühzeitig für die Lehrerlaufbahn und engagierte sich in der sozialdemokratischen Bewegung als Bildungspolitiker.
Er gehörte seit 1901 dem Reichsrat, später dem niederösterreichischen Landtag an.
