Vor dem Hintergrund der Anschläge vom 11. September 2001 schloss die EU zu Zwecken der Terrorfahndung mit den USA mehrere Abkommen über den Transfer von Fluggastdaten (Passenger Name Records).
Ein Kommissionsentwurf zur Errichtung eines EU internen PNR-Systems wird zur Zeit diskutiert.
