Aufgrund der Zeitknappheit wurde keine Stakeholderanalyse durchgeführt, sondern es wurden diejenigen Stakeholder kontaktiert, welche von Projektpartnern anderer Projekte genannt worden waren.
Damit wurde in Kauf genommen, dass die Zusammensetzung der Stakeholder-Arbeitsgruppe etwas einseitig mit einem Schwerpunkt im Bereich des Umweltschutzes ist.
