Der Hauptgedanke dieses Rechtesystems ist, sicherheitskritische Beobachtungsbögen vor Mitarbeitern der Partnerorganisationen, aber auch vor Nutzern zu verstecken, die nur an Best Practices interessiert sind (Abb. 1 (f) und (h): novice, mass und long-standing customers).
Wissensträger (Experience Providers) sollten die Erfahrungen ihrer Kollegen einsehen können (c). Erfahrungs-Ingenieure (b) brauchen Zugang zu allen Dokumenten in der Basis.
