Im Jahr 1999 wurde von der UN Comission for Sustainable Development eine Experten-Arbeitsgruppe zu EMA – Environmental Management Accounting ( dt. Umweltrechnungswesen ) eingerichtet.
Für diese Arbeitsgruppe wurde durch das Institut für Ökologische Wirtschaftsforschung (Dr. Christine Jasch) im Auftrag des bmvit ein Strategiepapier erarbeitet, in dem die Grundlagen und Methoden der Umwelt- und Materialflusskostenrechnung dargelegt werden.
