Plans were immediately put forward for the big event in Azerbaijan.
Aside from the big stadium in Düsseldorf, the Azerbaijanis were able to look around a backup stadium belonging to football club Fortuna Düsseldorf, which has a capacity of 20,000 and was built by modular construction market leader NÜSSLI.
NÜSSLI was thereupon appointed general planner for what was initially conceived as a temporary hall in Baku.

Als Referenz für eine temporäre Lösung konnten die Aserbaidschaner gleich neben der großen Arena ein vom Modularbau-Marktführer NÜSSLI für den Fußball-Club Fortuna Düsseldorf errichtetes Ausweichstadion mit 20.000 Zuschauerplätzen in Augenschein nehmen.
So wurde mit NÜSSLI als Generalplaner eine zunächst als Temporärbau angedachte Halle für Baku in die Wege geleitet.
