Auf der Tagung des Europäischen Rates vom März 2012 baten die Mitgliedstaaten die Kommission „rasch konkrete Maßnahmen - auch in Bezug auf Drittländer - auszuarbeiten, um den Kampf gegen Steuerbetrug und Steuerhinterziehung zu verbessern”.

europa.euAm 27. Juni 2012 hat die Kommission eine Mitteilung über die Bekämpfung von Steuerbetrug und Steuerhinterziehung angenommen.
Ein Aktionsplan, der konkrete Vorschläge zur verstärkten Bekämpfung von Steuerbetrug und Steuerhinterziehung enthält, wurde am 6. Dezember 2012 angenommen.
Eine von 34 im Aktionsplan enthaltenen Maßnahmen, ist die Schaffung einer EU-weiten Steueridentifikationsnummer ( EU TIN ), die wie folgt beschrieben ist ( Aktion 22 ):

An Action Plan which details concrete proposals to strengthen the fight against tax fraud and tax evasion was adopted on the 6th of December 2012.
One of the 34 measures contained in the Action Plan is the creation of a European Taxpayer Identification Number ( EU TIN ) which is described as follows ( action 22 ):
