Nach zahlreichen Debatten und Auseinandersetzungen haben sich Rat und Parlament schließlich auf vier Punkte geeinigt, die das Wahlverfahren für die Wahlen zum Europäischen Parlament harmonisieren :
das einheitliche Wahlverfahren ist das Verhältniswahlsystem auf der Grundlage von Listen oder von übertragbaren Einzelstimmen (irische Besonderheit);

Es handelt sich also im Grundsatz um ein Verhältniswahlsystem.
Unberücksichtigt bei der Sitzverteilung bleiben Parteien, die weniger als fünf Prozent der gültigen Zweitstimmen im Bundesgebiet erhalten oder die nicht mindestens drei Wahlkreissitze errungen haben.

So, basically, this is a system of proportional representation.
Parties having obtained less than 5 percent of the valid second votes cast in the territory of the Federal Republic or having failed to win at least three direct constituency seats will not be taken into account when the seats are allocated.
