There cannot be an indefinite article before otro.
There can, however, be a definite article, a possessive pronoun, a demonstrative pronoun, or an indefinite pronoun.
Example:

Ein bestimmter Artikel, ein Possessiv-, Demonstrativ- oder Indefinitpronomen sind aber erlaubt.
