It is necessary to assemble a core negotiating team and to devise regulations governing the cooperation of all the involved institutions during the negotiations.
Not least, it is important to design concepts and strategies to determine how and by when Serbia will be able to fulfil the full body of European laws – the Acquis Communautaire.
These concepts and strategies will also help Serbia to formulate its negotiating position vis-à-vis the EU.
