Hierzu kann vom Kostenschuldner eine Bescheinigung einer anerkannten wissenschaftlichen Einrichtung verlangt werden, aus der hervorgeht, dass die Exemplare zu den oben genannten Zwecken verwendet werden.
Eine Gebührenermäßigung kann bis zur Mindestgebühr gewährt werden, wenn die Gebühr den Warenwert um mehr als 30 Prozent übersteigt.
