Somit wird in allen Fällen eine Regierungskonferenz aller Mitgliedstaaten einberufen ( der gegebenenfalls ein Konvent vorausgeht ), wobei eine Vertragsänderung stets von allen Mitgliedstaaten nach Maßgabe ihrer verfassungsrechtlichen Vorschriften ratifiziert werden muss.
