Als besonders komplex erwiesen sich Kapitel 23 ( Justiz und Grundrechte ) und Kapitel 8 ( Wettbewerb ).
Bis zum Beitritt wird Kroatien einem Monitoring unterzogen, vor allem hinsichtlich des Kapitels 23, um den übernommenen Verpflichtungen weiterhin nachzukommen.
